Compile-time code and raw pixels.
13.4 adds compile-time source emission, 8-bit indexed pixels and PCM16/WAV primitives. No H.264, AAC, MP4 muxer or physical VGA output.

Experimental graphics and PCM audio
runtime/v13.4.0/graphics_pixel_v134.dby provides indexed 8-bit pixel/rectangle operations and RGB332 palette conversion on caller-owned virtual memory. runtime/v13.4.0/audio_pcm_v134.dby writes clipped little-endian PCM16 and a 44-byte RIFF/WAV header; the caller must append the sample bytes separately.
These are experimental primitives, not a display driver or multimedia encoder. Physical VGA output, H.264, AAC, MP4 and a completed OS are not release-qualified capabilities. The source file docs/MEDIA_RUNTIME_V13_4_DRAFT.md records development-stage evidence; the annotated tag plus offline seal establish the subsequent immutable software release.
